SWACCA Applauds Introduction of CERTAIN Act to Reform Federal Permitting Processes

The Signatory Wall and Ceiling Contractors Alliance (SWACCA) applauded yesterday’s introduction of the bipartisan “Create Expedited Reviews to Transform American Infrastructure Now (CERTAIN) Act,” led by Rep. Scott Peters (D-CA) and Gabe Evans (R-CO).  SWACCA formally endorsed the measure earlier this month as part of the organization’s ongoing efforts to advance federal permitting reforms in the 119th Congress, which includes supporting House passage of the “SPEED Act” to reform permitting processes under the National Environmental Policy Act (NEPA) in December 2025.

The CERTAIN Act would streamline the federal permitting process from when an application is submitted to when agencies reach a final decision. It would provide enforceable accountability measures, stronger coordination between federal agencies responsible for environmental review and permitting decisions, and ensure those agencies are fully staffed. The bill would also protect lawfully issued permits from arbitrary revocation or political interference and streamline the judicial review process, allowing permit applicants to seek judicial review when agencies miss deadlines or deny authorization and require courts to decide challenges within 90 days.

Yet too often projects are cancelled because of the delays and costs resulting from extended, duplicative permitting processes and years of related litigation. By taking an ‘all-of-the-above’ approach to permitting reform, the CERTAIN Act will restore certainty and predictability for project sponsors, encourage new investment, and support expanded opportunities for American businesses and workers committed to ensuring our nation has the infrastructure required for our economy to flourish.”
