The Social Security Administration (SSA) has modified its “Master Files of Social Security Number Holders and Social Security Number (SSN) Applications (60-0058)” system of records to expand how confidential SSN data can be shared for immigration enforcement. Under the new routine uses, SSA may now disclose citizenship and immigration information to the Department of Homeland Security and share data with the Treasury Department’s Do Not Pay Working System to help federal and state agencies prevent improper payments to ineligible individuals or entities—such as those using fraudulent or stolen Social Security numbers. The system covers all individuals who have applied for or been assigned an SSN, including those whose applications were flagged or pending due to suspected or confirmed fraud. This modification allowing expanded use of SSA data is effective beginning December 12, 2025. Comments on the modification are due by December 12, 2025 and should be submitted through the federal eRulemaking portal using Docket ID SSA-2025-0225.
