Missouri Republican Sen. Josh Hawley, a member of the Senate Health, Education, Labor, and Pensions Committee, is circulating a labor policy proposal entitled the “Pro-Worker Framework for the 119th Congress.”
The wide-ranging legislative proposal includes: (1) increasing employer civil penalties for violating the National Labor Relations Act; (2) providing workers the ability to redress federal labor law violations in court if the National Labor Relations Board fails to bring suit; (3) requiring employers to post and maintain notices of their employee’s labor rights and to affirmatively notify new employees of these rights when they’re hired; (4) ending “captive audience” meetings used to persuade workers to stop organizing and requiring union representation votes within 20 business days; and (5) mandating that when a union prevails at a workplace, employers begin first contract negotiations within 10 days of the election certification.
