President Trump Signs Proclamation Extending Travel Restrictions and Narrowing Visa Carve-Outs

President Trump signed a proclamation continuing full entry restrictions on nationals of 12 countries originally designated under the June 4 Proclamation 10949—Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen—while expanding and modifying restrictions for additional countries and categories of travelers. The White House said the measures are intended to prevent the entry of individuals from countries where the United States lacks sufficient information to assess security risks.

The proclamation also adds new restrictions on nationals of Burkina Faso, Mali, Niger, South Sudan, and Syria; individuals holding Palestinian Authority–issued travel documents; and nationals of Laos and Sierra Leone, which were previously subject to partial limits. Partial restrictions also remain in place for nationals of Burundi, Cuba, Togo, and Venezuela and are newly applied to 15 additional countries—Angola, Antigua and Barbuda, Benin, Côte d’Ivoire, Dominica, Gabon, The Gambia, Malawi, Mauritania, Nigeria, Senegal, Tanzania, Tonga, Zambia, and Zimbabwe. The proclamation also narrows family-based immigrant visa carve-outs while preserving exceptions for lawful permanent residents, current visa holders, certain visa categories, and individuals whose entry is deemed to serve U.S. national interests.
