House Lawmakers Introduce Legislation to Reinstate IRAPs Without SWACCA-Advocated Construction Industry Exemption

Rep. Bob Good (R-VA) (who lost his primary election for Virginia’s 10th Congressional District) and Rep. Mary Miller (R-IL) (who won re-election to Illinois’ 15th Congressional District this month) introduced the “Developing America’s Workforce Act,” (H.R. 10122), legislation that would reinstate the first Trump Administration’s Industry-Recognized Apprenticeship Programs (IRAPs) with one important change—it would eliminate the “construction exemption” that SWACCA fought to secure in March 2020. Specifically, the legislation states that these statutorily required IRAPs “may include a program that meets the requirements of subparagraph (A) and trains apprentices to perform construction activities.” As you may recall, SWACCA successfully lobbied for the recission of IRAPs early in the Biden Administration.
