The White House is refusing to release nearly $3 billion in “emergency” funds included in the recently enacted full-year continuing resolution because the funds were “improperly designated by the Congress” as emergencies that “stem from the June 2023 side deal with the Democrats to evade the spending caps signed into law” as part of the Biden-McCarthy Fiscal Responsibility Act. The withheld funding includes $234 million for National Science Foundation research facilities and construction and $30 million for Economic Development Administration grants.
