President Trump signed an executive order on “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients” to help Americans “get the best deal” on prescription drugs and ensure Americans get access to “low-cost pharmaceuticals on the same terms as other developed nations.” Among other things, the EO directs the Department of Health and Human Services (HHS), the Centers for Medicare and Medicaid Services, and other relevant executive agencies to communicate most-favored-nation price targets to pharmaceutical manufacturers to bring prices for American patients in line with comparably developed nations. It further directs HHS to facilitate direct-to-consumer purchasing programs for pharmaceutical manufacturers that sell their products to American patients at the most-favored-nation price.
