President Trump signed five memoranda for Energy Secretary Chris Wright to invoke the Defense Production Act for energy projects, including domestic coal and grid infrastructure. The memoranda authorize the Trump Administration to use One Big Beautiful Bill Act funding for energy purchases and financial support, while helping overcome regulatory and market barriers.
The directives span several priority areas, including strengthening grid infrastructure and supply chains for equipment such as transformers, transmission lines, substations, and high-voltage circuit breakers. They also support the development and deployment of large-scale energy infrastructure, including engineering, site preparation, permitting, early-stage financing, and domestic manufacturing capacity. Additional focus areas include expanding natural gas transmission, processing, storage, and liquefied natural gas capacity, reinforcing coal supply chains and baseload generation through mining, transportation, and plant life-extension work, and supporting domestic petroleum production, refining, and logistics, including pipelines, storage, and marine terminals.
