In tomorrow’s Federal Register, the General Services Administration (GSA) is proposing revisions to the GSA Acquisition Regulations (GSAR) to implement provisions of the August 2023 Davis-Bacon final rule that have the effect of expanding Davis-Bacon prevailing wage coverage to more GSA projects involving space leased by the federal government. According to a review of existing data, GSA estimates that the proposed rule will expand GSA’s application of Davis-Bacon from less than 10 lease contracts per year to an estimated average of 727 annually. Comments on the proposed rule are due by January 6, 2024.
