DOL Rescinds Biden-era Directive that Allowed Grantees to Provide Job Training Services to Non-Citizens

The Trump Labor Department (DOL) issued “Training and Employment Guidance Letter (TEGL) No. 10-23, Change 1” rescinding the Biden-era DOL’s February 2024 TEGL No. 10-23 directing DOL grant recipients providing workforce training and readiness to reduce to the greatest degree possible “unnecessary administrative barriers to serving customers seeking employment and training services.” Barriers the Biden-era TEGL ordered removed included: (1) requiring Social Security Numbers; (2) requesting work authorizations; and (3) asking for Selective Service registration. The rescinded TEGL also directed grantees to aid public workforce system participants in obtaining drivers licenses and other documents that facilitate employment.
