The Department of Labor (DOL) released the detailed 34-page Notice of Funding Opportunity (NOFO) for its previously announced $145 million Pay-for-Performance Incentive Payments Program. Under the grant, the Employment and Training Administration will award five cooperative agreements with an emphasis on Registered Apprenticeship expansion in shipbuilding and defense industrial base; artificial intelligence, semiconductor, and nuclear energy infrastructure; information technology; healthcare; transportation; and telecommunications. Under the terms of the NOFO, applicants must have one of the following types of “required partners”: (1) a national industry association representing industry practitioners or other relevant stakeholders with members or providing coverage to at least 30 States or Territories; (2) three or more regional industry associations that have members or provide coverage to at least three States or Territories; (3) three national employers that have employees in at least 30 States or Territories; or (4) five regional employers that have employees in at least three States or Territories.
