DHS Seeks Comments on IFR Implementing New Immigrant Registration Requirement

The Department of Homeland Security (DHS) published a request for comment on an interim final rule (IFR) and a new form to implement the Trump Administration’s new alien registration and fingerprinting requirements pursuant to section 262 of the Immigration and Naturalization Act (INA) and President Trump’s January 20, 2025 Executive Order (EO) 14159, “Protecting the American People Against Invasion.”

EO 14159 directed DHS to ensure that all aliens in the United States comply with their duty to register with the federal government under section 262 of the INA and to ensure that failure to comply with this requirement is “treated as a civil and criminal enforcement priority.” The new registration system is scheduled to be effective April 11, 2025. Comments on the IFR are also due by April 11, 2025 and can be submitted through the federal eRulemaking portal here using Docket No. USCIS-2025-0004.
